Slim Freddie is an NPC delivery person featured in The Urbz: Sims in the City for console.
Order food on your XAM phone and, for §50, Freddie shows up within one hour with six servings of Chinese carryout. He extracts payment and (in districts) deposits the food at your Urb’s feet or (in an apartment) rings the doorbell and hands over the food when your Urb answers. You can’t interact with Freddie in any other way (though you’ll surely want to).
Other Urbz won’t be shy about helping themselves to the stir-fried goodness.
The takeout place Freddie works for is called Take China.
Freddie appears in the UTV TV channel, with an unknown Urb and Jimmy Two-Shoes.
