Scarecrows are reintroduced in The Sims 4: Seasons in the form of an NPC called Patchy the Straw Man. When first purchased, Patchy is inanimate; Sims can chat with Patchy and build a relationship with him, after which he will come alive and help tend the gardens. Like in previous games, Patchy can scare Sims if they view him for too long. Sims can ask Patchy for gardening tips to increase their gardening skill and collect seeds from his pockets. As long as Patchy maintains a good relationship with the Sims, he will stay alive and continue to help out.
