Phoebe Adams is Belladonna Cove's good Head Witch. She lives in the magical world in the Palace of Neverending Light. She seems to have a huge rivalry with evil Head Witch Frances, and they will fight whenever they are in the same lot. She will usually cast Beatificus Locus and Apello Cattus Amicus right after her arrival in a community lot. She doesn't hold a job, so you can invite her over whenever you want.
