Phoebe will usually cast "Beatificus Locus" and "Apello Cattus Amicus" right after her arrival at a community lot. Like all high witches, she is unemployed, so the player can invite her over at any time from 7:00 A.M. - 11:59 P.M. whenever they want. Phoebe has the Romanceaspiration, while the pre-made high good witches from the Magic sub-neighborhood have either the Family or Knowledge aspiration. She has the Librazodiac sign. Phoebe's personality points are randomized when Belladonna Cove is loaded. The following personality is only referenced in the game files. This happens with all the other high witches from Apartment Life. Since Phoebe is a good witch, she will always have 10 nice points when she is first spawned in-game.
When it comes to her skill points, she has maximized the logic skill, and is well on the way towards maximizing the creativity skill. Phoebe is mostly interested in Culture, Food, Environment, Weather and Work. She has the same facial structure as Nicole Thompson from Pleasantview.
Phoebe is possibly based off Glinda the Good Witch from the book The Wonderful Wizard Of Oz and its film adaptation The Wizard Of Oz and/or Phoebe Halliwell from the TV series Charmed.
