Oliver Phelps is one of the pre-made burglars in Strangetown in The Sims 2, the other two being Chloe Gonzaga and Amin Custer. He can be made playable by marrying him or befriending and asking him to move in.
As far as personality goes, Oliver is quite neat, somewhat active, somewhat nice, and somewhat outgoing, but he is very lazy. Often going unnoticed, he has 22 personality points instead of the normal 25.
Oliver is characterized by dressing in complete burglar apparel. In addition to robbing residential lots, he may occasionally pass through community lots - like any other Sim.
Oliver has the same facial structure as Caryl Zarubin from Veronaville. Despite his name, Oliver is not named after the Harry Potter actor of the same name.
