Oliver Phelps is one of the pre-made NPC burglars residing in Strangetown, one of the neighborhoods shipped with The Sims 2. The other two burglars are Chloe Gonzaga and Amin Custer. He can be made playable by marrying him, or befriending him and asking him to move in.
As far as personality, Oliver is quite neat, somewhat active, somewhat nice, and somewhat outgoing, but he is very lazy. Often going unnoticed, he has 22 personality points instead of the normal 25.
Oliver is characterized by dressing in complete burglar apparel. In addition to robbing residential lots, he may occasionally pass through community lots - like any other Sim.
Oliver has the same facial structure as Caryl Zarubin from Veronaville. Despite his name, Oliver is not named after the Harry Potter actor of the same name.
