It is meant to increase relationships among Sims. Sims can do anything in it that they can in an ordinary hot tub, but while the candles are burning, social interactions between Sims in the tub are more likely to be accepted, and will have a larger effect. It has been reported that, if Sims "Try for Baby" while the candles are burning, it is more likely to result in a pregnancy.
It has another far more significant use that is never mentioned in the game and belies the name Love Tub. It allows romantic interactions without developing crushes or falling in love. As long as their daily and lifetime relationship scores are high enough, sims in the tub can kiss, make out, and woohoo without any romantic feelings arising. This means they can do it without jealousy. A sim can make out with another in the tub, then turn around and do the same with the sim on the opposite side, and no feelings get hurt. However it doesn't provide any protection from jealousy for sims already in love. As long as no lovers are present and such interactions are confined to the Love Tub, it can be used to build a vast army of friends with benefits.
The Love Tub's lowered threshold for romantic interactions last for four hours, and is signified by the burning candles. After that time, when the candles burn out, that effect is lost. But the tub's 'no romo' properties last indefinately.
Getting a Love Tub will fulfill the want to buy a hot tub.
Unlike the above-ground hot tub which is available in Buy mode, the Love Tub cannot be placed against a wall, fence, or railing.
