Frances McCullough is Belladonna Cove's evil Head Witch. She lives in the magical world in the Fortress of Eternal Darkness. She seems to have a huge rivalry with good Head Witch Phoebe, and they will fight whenever they are in the same lot. She will usually cast Corruptus Locus, to create thunderstorms and cockroach swarms, right after her arrival in a community lot. She doesn't hold a job, so you can invite her over whenever you want. She has unique green skin.
