Was introduced in the base game, where Sunset Valley also had an inaccessible unroutable such dome near the Landgraab Industries Science Lab.
At launch, there was no way to enter the dome even if it was placed on a lot, as it had no doors or openings. Patch 6 made it possible to use basements and staircases to enter, which later became prominently used in Bridgeport's Butterfly Esplanade lot.
