A cotton candy machine is a stand-like, self-operated object where Sims can make a cone of cotton candy, which they will proceed to eat on the spot.
Note that once it has been placed and Live Mode has been entered, the machine will make a continuous noise that sounds like a construction machine, which cannot be turned off on its own through any known means (Not even with mods like NRaas Debug Enabler). This makes the machine a poor fit with some lot types like cinemas, libraries, or zoos. The same sound problem also affects the popcorn machine.
For unclear reasons, it has a slot for smaller objects in the middle of the spinner bowl, and most objects cannot be removed from that slot once placed in it (depending on the object's height).
