Captain Whitaker is a pre-made ghost dog in Brindleton Bay. He can be adopted by Sims who have befriended him. He has learned the "play dead" command.
Captain Whitaker died as an adult, even though pets can only die of old age in The Sims 4. He is the only pre-made deceased pet in the game.
His name may be a reference to Forest Whitaker, who played the titular character in the 1999 film Ghost Dog: The Way of the Samurai.
His grave, the sculpture "Tomb of the Unknown Pupper", is available for purchase in build mode, and costs §700. The description reads: "Time has not been kind to the epitaph on this solemn grave. Worn and rusted, no one can quite make out the full name of the pet that rests in eternal slumber here. Some sort of Captain? But how can that be?" It has an environment score of 1.
