B. Vernon Castor is a pre-made deceased Sim who resided in Twinbrook, the world shipped with The Sims 3: Ambitions. Since he has the handy trait and died of electrocution, one can imagine that he was struck by lightning because normally handy Sims cannot be killed while repairing electronics. He never completed his lifetime wish and is buried next to the local diner, under the barrier rail. Even though Vernon has the same last name as the Castor family, he is not related to them in their family trees; however it is possible that he was Robert's father. Like every deceased Sim of Twinbrook, he has pale green skin, grey hair and is barefoot.
It's possible that the 'B' initial in his forename stands for Burton and alludes that he is the founder of the diner, hence why he's buried there and memorialized.
